The purpose of this article is to explore the ways of activating and utilizing the intangible cultural heritage (ICH) in Northeast China, so as to promote the benign interaction between ICH protection and tourism development, and realize the sustainable inheritance of ICH and the development of regional economy and society. This article deeply analyzes the general situation of ICH resources in Northeast China, the background of the development of cultural tourism integration, and the present situation and problems of ICH and tourism integration. On this basis, this article further discusses the theoretical basis and mode of ICH activation and utilization, and puts forward the activation and utilization mode combined with the characteristics of Northeast China. Facing the challenges of balancing protection and commercialization in the process of ICH activation and utilization, this article puts forward some countermeasures, such as establishing a mechanism that pays equal attention to protection and development, increasing capital investment and resource integration, strengthening the cultivation and encouragement of inherited talents, enhancing public awareness and participation, and promoting technological innovation and cross-border integration. Through joint efforts and continuous attention, the problems existing in the activation and utilization of ICH can be effectively solved and the sustainable development of ICH can be promoted.
