This study examines the development of digital campuses in China, contributing to both theoretical and policy discussions in higher education. Using CiteSpace, 468 academic papers were analysed, alongside 68 policy documents based on the Smith Policy Implementation Process Model. Drawing on data from the China Higher Education Informatisation Development Report (2021), the study identifies key challenges, including student dissatisfaction, low engagement, weak feedback mechanisms, regional disparities, insufficient funding, and cybersecurity gaps. To address these issues, it proposes strengthening investment and infrastructure, improving feedback and collaboration mechanisms, enhancing smart learning environments, and reinforcing data security. The findings provide practical insights for advancing digital campus development in diverse international contexts.
