ABSTRACT

While the digital transformation of education drives the restructuring of the educational ecosystem, it also brings about the structural weakening of management effectiveness. As information technology becomes deeply embedded in the educational governance system, the logical foundation, operational mechanisms, and boundaries of responsibility in management practices undergo significant changes, leading to increased risks such as fragmented decision-making, disrupted coordination, and declining effectiveness. This study explores the root causes of weakened management effectiveness from the perspective of governance structure reconstruction, and proposes a normative and adaptive governance model based on data ethics, collaborative mechanisms, and human-machine integration to address the complexities of educational settings.
