This paper aims to explore the mode and effect of cross-cultural art exchange and cooperation under the background of tertiary education. By synthesizing various research methods, this paper deeply analyzes the theoretical basis and practical operation of cross-cultural art exchange and cooperation. It is found that effective cross-cultural art exchange not only promotes the collision and integration of artistic ideas under different cultural backgrounds, but also improves the internationalization level of tertiary education institutions. In practice, this paper constructs a diversified cooperation model including curriculum exchange, teacher-student exchange visits and joint research. These models can significantly improve participants' cross-cultural communication ability, artistic innovation ability and international cooperation ability. Based on the above research, this paper draws a conclusion that tertiary education should actively promote cross-cultural art exchanges and cooperation in order to cultivate artistic talents with global vision and cross-cultural ability.
